Buy an apartment in Jomtien a kilometre from the sea: Embassy Pattaya is a low-rise development with a formal French garden in the courtyard, and the apartments are handed over turnkey, fitted out and furnished. The project was recognised at the Asia Pacific Property Awards 2024. Ownership is registered as Foreign Freehold, with interest-free instalments until the keys are handed over. Below are the layouts, the facilities, the purchase terms and the price at which sales opened.
📍 Where the building sits
Jomtien, Soi Jomtien 14. Jomtien Beach is about a kilometre away — 12–15 minutes on foot or 3 minutes by scooter. The city park is a minute away, a shop three, the market five.
By car: Second Road 2 minutes, Sukhumvit 5, Jomtien Hospital 10, the shopping centre 12, the exit onto the Bangkok–Pattaya motorway 15. Tepprasit night market, Lotus, Underwater World and Outlet Mall are all close by.
One honest drawback: this is not a beachfront site. There is no sea view from the lower floors, but there is none of the noise of the coastal road either, and the water is still within walking distance.
🏛 About the project
The blocks stand around a shared internal courtyard, so most apartments look out onto their own garden rather than at the block opposite. The building is low: the lifts are not overloaded, evacuating a floor takes minutes, and the courtyard is visible from almost everywhere.
The ground floor holds the lobby, two commercial units of 48 m² each and the communal areas with the pools; the apartments begin on the first floor, where block A also has a billiard room. Parking is both underground and at ground level, with security and CCTV around the clock.
🌳 Ballerina Garden
The courtyard is laid out as a formal French garden: clipped hedges, symmetrical paths, fountains with sculptures of ballerinas. This is not a decorative flower bed by the entrance but the planning idea behind the whole site.
The way into the garden is deliberately narrow — the courtyard cannot be read from the threshold and opens up all at once as you walk further in. It is an old gardening device, and here it works.
🏊 Swimming pools
Three outdoor pools and a separate children's pool on the ground floor, with sun loungers around them in the shade of the hedges.
The indoor pool in the basement of block A deserves a mention of its own. Far from every condominium in Jomtien has one — in the rainy season and in the midday heat the difference is noticeable: you can swim in any weather, and that is half the year.
♨️ Spa, saunas and jacuzzis
Ten jacuzzis: six on the roof around the open-air cinema, three in the garden and one set into a structure shaped like a grand piano.
The basement holds a spa with separate men's and women's areas: saunas, plunge pools, an onsen and treatment rooms. The gym is there as well.
On the roof there is a garden with water features, and the upper jacuzzis open onto it.
🛋 Lounge and co-working
The Diplomat lounge with its bar is a place to meet people without having to host them in your own living room.
The co-working area has a meeting room of its own: for anyone working remotely from Thailand, that is the difference between the kitchen table and a proper workplace.
The billiard room is on the first floor of block A.
📐 Layouts
The range is simple, with nothing exotic:
• 1 bedroom — 33–35 m²
• 2 bedrooms — 51–68 m²
• family layouts — 102–105 m², with three bathrooms

🔧 Fit-out and furniture
Apartments are handed over fully furnished: turnkey finishes, furniture, a fitted kitchen with an island and connections in place for a washing machine and a dryer. The larger layouts have a walk-in wardrobe.
You can move in with a suitcase. If the apartment is bought to let, what you buy afterwards is the odd small item rather than a whole set of furniture — a noticeable saving of time at the start.
💰 Launch price
The project came to market in 2023. One-bedroom apartments of 33 m² started from ฿2,890,000 at that point — a launch price, a historical figure rather than a current one.
The developer has had no such units for a long time. Such units appear occasionally on assignment from the first buyers, where the price is set by the owner rather than the developer and can differ in either direction. We check current offers on request.

🧾 Interest-free instalments
The instalment plan comes from the developer itself; no bank and no interest are involved.
Foreign quota:
• reservation deposit, counted towards the price
• 27% within a month
• 48% in equal payments every six months during construction
• 25% on handover of the keys

🛂 Foreign Freehold & quotas
Foreign Freehold is full ownership in a foreign buyer's own name: perpetual, inheritable, with a condominium title deed.
By law no more than 49% of the residential space in a building can go into the foreign quota, which is why such apartments are the first to sell out in any project.
The Thai quota is cheaper, but it is held through a Thai company or on a leasehold basis. That is a different structure, with different obligations, the cost of maintaining the entity and a different exit on resale. The difference is worth going through before the reservation is paid, not after.
🏗 Developer and past work
Empire Group has been working in Pattaya since 2006. More than 5,400 apartments and 430,000 m² have been completed.
The parent company is The Empire Dynasty Company Limited, and a separate legal entity is set up for each project — here it is The Embassy Development Co., Ltd. Some of the group's projects were brought to market under the Matrix Developments brand, so both names appear online — it is one and the same team.

📅 Completion date
Completion is scheduled for Q2 2027. Of the projects in the Embassy series, this one reaches handover first.
