Buy an apartment in Jomtien 200 metres from the sea: Embassy World Pattaya is a resort project by Empire Group — low-rise buildings set around a lagoon with sandy shores. Studios, one-bedroom and two-bedroom apartments with a furniture package and Smart Home. 🌊 Jomtien, 200 m to the sea
The project sits in Jomtien, about 200 metres from the water — three or four minutes on foot, with no major roads to cross. Of Empire Group's projects in the area, this one is the closest to the beach. Around it is ordinary Jomtien life: markets, cafés, pharmacies, massage salons and shops, with schools and clinics a few minutes away by scooter. The group's neighbouring projects — a low-rise building with a French garden and a high-rise complex with a long pool — sit further from the shore, closer to the built-up part of the district.
🏝 The 155-metre lagoon
At the centre of the site is a lagoon 155 metres long, with sandy areas along its shores. This is not a lap pool but a body of water, with the buildings and walking routes arranged around it: you step into the water off the sand, and the loungers stand on the beach rather than on tiles. That layout sets the character of the whole project — resort, not urban. Some apartments face the water, others look onto the green areas and the internal courtyards.
🏗 Low-rise buildings
The buildings are low-rise by Jomtien standards: a short wait for the lifts, fewer neighbours on your floor, and a view of treetops and water rather than a bird's-eye panorama. They are spaced across the site so that windows do not look straight into each other and landscaped courtyards remain between them. 🏠 Four collections
The apartments are divided into four collections: Lagoon, Signature, Parkside and Breeze. They differ in where their building stands on the site and in what the windows look onto — the water, the green areas or the inner grounds. The same layout has the same floor area in every collection; the price does not — the view and the proximity to the lagoon are paid for separately. When choosing, look at three things at once: collection, floor and orientation. 📐 Layouts and furniture
The range is simple, with nothing exotic:
• studios 24–29 m²
• one-bedroom apartments 33–35 m²
• two-bedroom apartments 51.5–52.5 m²
Apartments are handed over with the developer's furniture package — kitchen, appliances, furniture and textiles are already included, so there is nothing to fit out from scratch. A Smart Home system is provided: lighting, climate and scenes are controlled from a phone, including remotely when the owner is out of Thailand.
🏊 On-site facilities
Besides the lagoon there are rooftop areas on the buildings, a wellness complex, sports courts and gyms, children's areas, and a co-working space for those who work from home. Plus parking and security with 24-hour access to the grounds. The mix is designed for living here full time, not just for a fortnight in season.
💰 Launch prices
At the sales launch, prices for studios started at ฿2,090,000 in the Thai quota. The project came to market at the pre-sale stage, before construction has even started, so launch prices hold here longer than in the neighbouring Empire Group buildings — this is the cheapest entry into the developer's projects. Apartments in the foreign quota cost more than Thai-quota ones: demand is higher and the volume is capped by law. 🧾 Interest-free instalments
The main advantage of coming in early is the length of the schedule. The instalment plan comes from the developer itself, and it runs from the reservation deposit to handover in Q2 2031: for anyone buying at the pre-sale stage, payments are spread over almost five years. No bank, no interest, no overpayment.
The order is this: reservation deposit, first payment, then equal instalments on schedule through the preparatory stage and the whole of construction. In the foreign quota the final payment is 25% of the price, made on handover.
Compare that with an ordinary purchase: a mortgage in Thailand is all but unavailable to a foreigner, and projects completing in a year or two stretch the same sum over a short period — so each instalment comes out larger. Here it is exactly the opposite: the earlier you come in, the less you pay at a time.
🛂 Foreign Freehold quota
Foreign Freehold is full ownership registered directly in a foreigner's name, with the right to sell, let and pass it on by inheritance. Under Thai law this quota cannot exceed 49% of the residential area of a building, so it sells out before the rest. The Thai quota is cheaper for the same floor area, but ownership there is structured through a Thai company or a long-term leasehold — both are workable routes, simply with different costs and a different resale procedure. It is best to work the difference out in advance, before choosing a specific apartment.
🗓 Start and completion
Construction starts in Q2 2028, and handover is scheduled for Q2 2031. We track the progress of the works and any changes to the schedule on the project page — it also shows the stage the project has reached.
⚠️ What the wait buys you
Let us be direct: this is a project for those prepared to wait. First the site preparation, then the construction — and the lagoon, the courtyards and the rest of the grounds will only be there by completion. At this early stage the risk of the dates slipping is higher too: the further away the handover date, the more factors can affect it. You cannot yet view a finished apartment in person — only layouts, renders and the showroom.
In return the buyer gets three things that will not be available in projects nearing completion: the lowest entry price, a free choice of collection, floor and view, and the longest interest-free instalment plan — payments spread over almost five years.

🏢 The developer
Empire Group has worked in Pattaya since 2006 — the developer came through the 2008 crisis and the pandemic without abandoning its sites. More than 5,400 apartments and 430,000 m² have been completed. The parent company is The Empire Dynasty Company Limited, and a separate legal entity is set up for each project. Some projects were brought to market under the Matrix Developments brand, so both names appear online — it is one and the same team.
